The signal
The producer price index for paper boxes and containers reached 388.196 in September, up 0.58 percent from 385.963 in August: a fifth straight monthly increase, 6.42 percent above April's low of 364.785, and the highest level since the series began in 1947. The Bureau of Labor Statistics puts its own unadjusted twelve month change at 4.7 percent.
Storage went the other way. Warehousing and storage stood at 157.996 in September, up 0.61 percent on the month but 5.74 percent below April's peak of 167.607, and 3.24 percent above September 2025. That rise is not a turn: the series is not seasonally adjusted, and eight of twelve August to September moves from 2014 through 2025 were positive.
Freight to the dock costs more again. United States on-highway diesel averaged $6.352 a gallon in the week ending October 26, up 7.6 cents on the week and $2.634 above a year earlier, after three weekly declines from September 21's $6.529.
So a disputed receiving line costs more to absorb than it did in April, and the document deciding who absorbs it is written at the dock.
Why it matters to shippers
The three way match sets a purchase order against a receiving record and a supplier invoice. Two arrive on their own. The receiving record does not.
Under 49 CFR 373.101 a for hire motor carrier must issue a receipt or bill of lading with the consignor and consignee, origin and destination, the number of packages, a description of the freight, and weight or measurement where it affects rating. No purchase order line, no SKU, no unit cost. The carrier's required document cannot complete the match.
Nor can a note on the paperwork. Under 49 CFR 370.3(c), notations of shortage or damage on freight bills or delivery receipts, bad order reports and carrier inspection reports "shall, standing alone, not be considered by carriers as sufficient to comply with the minimum claim filing requirements". Paragraph (b) asks for a claim for a specified or determinable amount of money. A scribbled note cannot produce one. A line by line receiving record can.
Part 370 covers cargo loss and damage; overcharges sit under separate rules, and time limits vary by carrier and by the contract or bill of lading, so check the terms governing your shipment.
The playbook
- Shipping: record a short or damaged delivery against the purchase order line before the driver leaves, with a quantity and a reason. The signed receipt is evidence, not the file.
- Warehouse: receive line by line against the purchase order, not the packing slip total, and keep cumulative received and outstanding quantities per line when one order arrives across several deliveries. A partial recorded as a total reads later as a short.
- Finance and procurement: hold the supplier invoice against the receiving record before approval. With boxes at a record index level, a write off absorbed now costs more than the same one in April.
One question answered
How do you reconcile a purchase order receipt and a supplier invoice? Receive first. Go line by line against the purchase order, capturing over, short or damaged quantities with a required reason, and post what arrived to a bin. Only then open the invoice, reading any difference against the receiving record, not the packing slip.
Reconciliation between a purchase order and an invoice is a total level check, never a line level one, so line level truth has to exist in the receiving record or nowhere. Inbound freight invoices are not audited automatically. For the definitions and the full receiving path, see LanePilot's warehouse receiving overview.
LanePilot field note: contract expiry
A negotiated agreement that lapses unnoticed does not announce itself. Your own agreement is honored through its term, so the renewal date on it is the one to watch. Once that date passes the carrier bills the tariff rate rather than your contract rate, which is what an unapplied discount looks like, because it is one.
Two numbers already exist: the tariff rate, and the negotiated rate in your signed agreement. If the invoiced base rate matches the full tariff rate rather than your discounted rate, the discount was not applied. The check is the quote for that shipment, not a standing rate table. LanePilot drafts the letter; you send it.
